OME @ COP27
Message from the OME General Director
Six years after COP22 in Marrakech in 2016, and for the first time since, COP is going to take place in a developing country. And for the second time, this will happen in a South Mediterranean country: Egypt (COP27).
COP27, hosted by Egypt in Sharm-El-Sheikh in November 2022, is expected to be particularly complex and challenging for several reasons. Indeed, the energy, economic and geopolitical crises the world is facing are putting pressure on decarbonization ambitions. Security of supply and support to economic development are very high in the agenda of all countries. At the same time, the worsening of the climate crisis is also a reality. All this will impact the COP27 negotiations. Also, African countries are calling for higher contribution from rich countries to the fight against climate change, especially regarding the financial adaptation, and the acceleration of implementation efforts. They call for concrete actions and implementation, rather than new initiatives and new announcements.
COP27 is therefore expected to make progress on the unfinished work of the Glasgow COP, and to address many sensitive topics, in particular: compensations, finance, and transparency. Certainly, the role of gas in the energy transition will also be an important topic. This COP will also play a role in the preparation of the Global Stocktake to take place in 2023 and which must identify the efforts still necessary to reach the Paris Agreement.
The Task is certainly not easy, but it is the right moment and the right place to voice ambition with realism and to contribute to pushing taking the right and just decisions, and OME is ready to the take part. The tensions and crisis we are facing for a decade now, are indeed increasingly demonstrating the importance of cooperation. Interdependency and complementarity are the key words for energy and energy transition in the Mediterranean region.
OME within its constituency is committed to addressing the challenge the region faces with joining effort between the North and the South in order to reach a just and successful energy transition, where the North Mediterranean are expected to include the cooperation dimension in their policies and actions, including financing, technology transfer and helping South Mediterranean adapting to these new challenges and prepare appropriate actions in a just and effective way. OME will be present in COP27 with a rich programme, I am happy to share with all of you.

* The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is an intergovernmental organization with diplomatic status that aims to enable and increase the adoption of renewable energy and energy efficiency practices across pan-Arab countries. RCREEE is the official technical arm institution of both League of Arab State – Energy Department and Arab Ministerial Council for Electricity (AMCE).
